I created a program in Python (very rudimentary and rather crude to read, so I won't post it, but that's besides the point) that simulates opening up a Booster Pack of Base Set (and soon to come, later sets). With this, I've devised a sort of challenge; I've given players 8 packs of randomly selected cards from Base Set (11 cards per pack: one rare/rare holo, 3 uncommons and 7 commons) and had them create a deck. As of now, me (al_jabib) and 2wayspeaker have devised decks that were made using the cards from the random selection. I am hoping that you implement this in some way, such as when you release the Gen 3 sets into Career V2, offer a prerelease a week before the set is publicly available. Alternatively, you could also add the theme decks and a couple boosters (maybe 4) instead of a surplus of boosters. This would be good since the Starter Decks in Ruby/Sapphire base don't contain very valuable Trainers or staples.

It would also be nice if draft tournaments like this could be sanctioned, and you could win bits from it. All the best :)
